The civil indexes are kept by the GRO, not the Church, and have been filmed by the LDS. I think it would be a great volunteer project because the indexes are typeset so there's no difficult reading to guess at. In fact, I wonder if the entries could be scanned by an OCR system and then combined into larger chunks of time, say 5 or 10 years. Eventually, of course, the goal would be to have the indexes span the period from 1864 through, say, 1964, but 5- or 10-year chunks would be a great start, much easier than looking at 3 months at a time. The Registrar's Office in Dublin is already digitising the BMD records. I don't know whether there are plans to put them on line (at a price) but I'm not sure whether there would be added value in digitising the records a second time apart from ensuring that they become accessible without charge. Or have I misunderstood something here ? Another consideration with these indexes is the fact that, with you still get a name-only listing so you still need to deal with which of three-five-or more Patrick Hogans in the 1868 deaths for Clare might be the right one. Also, transcription errors are common, and very likely someone is going to order the wrong record because even just one number is off in the entry info as transcribed. I did pay the fee at the Registrar's Office in Dublin and copied out all the death index listings for my various surnames. I have yet to order records for any of them. It has not been needed for my research.
