In Tracing Your Irish Ancestors (1992), John Grenham says the tithes are not a full list of householders because not all types of land were assessed in all areas. Griffith's is more complete, including most heads of households (not just males, by the way), but I've not seen an exact percentage. You might check the National Library, Irish Times, and National Archives sites to see current estimates.
