In regards to NATURALIZATIONS in USA ; most any COURT could receive INTENT and other papers and act upon them up to about 1906 when the US GOV. took over.NARA, as it is known ,does NOT have any of records previous to 1906 UNLESS they were DONATED TO NARA- as I REMEMBER.
