I recall you can fill out a form with all the details for a record (like a certificate number etc) and they will copy that precise record for you. I would do that if I needed many certificates and it would cost perhaps 2.00 a copy. It looks like they service outside the US as well. This works if you have precise information that you found in the library catalog.
