This suggests that your line separated from the modal a long time ago and has had time to accumulate a relatively large number of one step mutations. It has occurred to me that there was a degree of mixing among the Keltoi and the Thracians that is documented archaeologically along the border between their cultural regions. Perhaps your ancestor in the Balkans was on the Celtic speaking side of that line. We really can't know that for sure, of course, but it is entirely reasonable. Even the Scordiski (Celtic speakers) might have intermingled with the Illyrians, Dacians or Thracians along the Vardar-Morava river corridor. That would place your V13 line in the same general region as everyone else's, but speaking Celtic rather than Dacian, for example. Anyway, a more distant haplotype is usually called "old" just to indicate that it is further from the modal. It could be just a statistical artifact too. Either way, yours is one of the furthest from the 67 haplotype modal.
