I have found that Thomas Shields was from Ireland (possibly Roscommon I am not sure). His father's name was Roger and his mother's name was Anna. He appears in the 1860 Census in Rollinsford Cty New Hampshire...............all this is wonderful but does not answer the original question as to why he would have put "Victoria" as either his birth country/or country of allegiance.
