I think the problem is in the wording - the USA cannot provide BMD certificates outside there own country and maybe in the USA and Canada three own state? It would like me asking my local UK registry office for my gt gt uncle's death certificate from Toronto. They can, as others have pointed out, copy that part of the film you found the entry on. So I think the request to LDS should be for a copy of that part of the film not the death certificate. Unfortunately some people will take what we say literally, which is the case here methinks?
