Persons who carry goods and merchandise in carts, either for great or short distances, for hire. 2. Cartmen who undertake to carry goods for hire as a common employment, are common carriers. BTW, growing up there was a "ragman" that went through the streets of the city selling rags...my mom called him "the old cartman" and he pushed and sometimes pulled this huge wagon that probably could have been attacked to a horse...but no horses were used.
