My own marriage certificate was issued in the NY town where I and my fiancé worked not where we lived. It was easier to apply at lunch time in the city hall where we worked. Nora, My grandparents were married in NYC. I obtained both the license & cert. I KNOW my grandfather didn't fill it out. I'm not that familiar with my grandmother's handwriting (she died when I was 8), but the writing doesn't look anything like her signature. .... I'm guessing that the clerk filled out license, priest at least part of the cert, and they signed when/where necessary.
