    3. My understanding is that an Election District is different from the Enumeration District used by the federal census. The 1890 Police Census is organized by Election District, the same as the Voter records, so if you find the right Police Census, you'll know the Election District . It appears that the NYS Census of 1905/1915/1925 is also organized by Election District, and for those years www.stevemorse.org has a one step method for going from the address to the Election District. I have the Finding Aid for the 1890 Police Census so if anyone wants to know the AD/ED for an address, they can e-mail me offlist. 3. At the Family History center their computer has a free subscription to WorldRecords.com (I think) and they have the 1880 Voters List for NYC. What was fascinating was that my great-grandfather naturalized in mid-October 1880 and was on the list at the same address as the 1880 Census. This proved to be a great cross reference to his neighbors since both the voter's list and the census are listed by address. The names lined up extremely well between the June 1880 census list and the Nov 1880 voter list.
