I thought this may be of interest to other researchers. I contacted the Coast Guard historian, Christopher Havern, in Washington DC regarding passes issued to civilian mariners during WWII. Mr. Havern has informed me that these passes were not considered permanent records, therefore they haven't been retained. Take care, Tracy
