Elizabeth, I have not been able to search any microfilm myself, but I hired a research in Salt Lake City to look at the indexes for an hour. They charge $40 per hour so I did not want to hire for too long a period. They found several McGovern's on the index, so I am hopeful one of them will be my ancestors. I am not sure why the restrictions on the microfilm. Several people have mentioned that it is most likely the NYPL that put the restricitons on the microfilm.
