I don't have a specific answer to that question but I do have some observations, which I made when I visited Ireland a few years ago. Obviously, the Irish LOVE plants and flowers. They were everywhere, window boxes in department stores, gardens in the yards of almost everyone's home, and boxes on streets. One of the most interesting sites I saw was a small flower growing through a crack on a very busy sidewalk in one city (sorry can't recall which one). I don't know what kind of flower it was but each person that approached it was VERY careful not to step on it. I cannot imagine that happening in any major city in America.
