Mary, I don't know if all the local National Archives sites have the microfilms. If you're not near a National Archives site, check out the Family History Centers of the Latter Day Saints nearest you. If you go to their website: _http://www.familysearch.org/Eng/Library/FHC/frameset_fhc.asp_ (http://www.familysearch.org/Eng/Library/FHC/frameset_fhc.asp) you can find one near you and they will order the index for you for $3.75 (US). You can print the info at the Family History Center for a 40 cent fee I don't know about mailing requests. I don't believe the National Archives conducts any research. Perhaps someone else on the list can answer that question. Good luck.
