The Louisa County Home was in Louisa Township and "inmates" are listed for the 1920 census. There is no Charles Wesley Courtney listed at that time, and you state he died in 1928, so he wouldn't be in the 1930 census either. If there are no remaining records for the poor farm or county home, the best place to find records in the census. Unfortunately, it doesn't look like it will help in your case. Could you obtain an obituary for Charles W. Courtney? Perhaps that will help? Courtney, 20 years a resident of Louisa County Dies - Wapello, IA - Oct 12 - Charles Wesley Courtney died in the county home Wednesday afternoon. He was born near Kirksville, MO and was married to Miss Amora Klingsmith in Sept 1907. To this union 12 children were born. The children surviivng are Mrs. Lena Ashby, Oakville; Mrs. Grace Tisor, Altona, IL; Ruby, Edith, Violet, Bert and David Courtney, Davenport and two brothers, Bert and George Courtney, Kirksville, MO. He had lived in Louisa County 20 years.
