From what I understand they were supposed to list the households as they were the day the census taker knocked on the door. I always assumed the mortality lists were there to show what changes may have occurred in certain households within the previous year. One thing that I was told at some point that might explain that is if the family wasn't at home when the census taker came by he would just ask the neighbors and they would provide him with information about that household.
