Jim, You can get the "short" pension record for $14.75. NARA chooses about 10 pages of genealogical information of their choosing. This is what I have always ordered and it has contained information that was helpful to me. The last one I ordered was a "mother's pension" and it was marked "complete file" and only contained 8 pages which were "good" pages. If I had ordered the complete file for $37 I still would only have received those 8 pages because that is all that there was. These pensions have never been microfilmed and probably never will be - they are loose pieces of paper. Copies are made when you order.
