That's very sad and I wonder if it's the same in all counties/states? I'd hate to think my relatives lay beneath a building because some didn't know they had kin! And how would they know??? Obviously they couldn't and would they even bother to check? I doubt it. Seems to me there ought to be a statute of limitations on burial removals....either a given length of time from burial or a known relative. Otherwise they should be moved anyway. I guess the whole thing upsets me simply because I consider burial grounds to be rather sacred and shouldn't ever be touched. I first learned how lightly burials were taken when I was 18 and living in Chicago. I learned that the Eisenhower Expressway that I traveled daily ran through a huge old cemetery. It couldn't be stopped.
