I have ordered death certificates from the State office, when the records were not available in Pulaski County. For some reason the deaths were not filed on the County level but the State had copies. The copies are photo's of the originals. You can print the request form from their web site. Provide them with as much info as possible. The State does not have an index for some of the years.
