About the painting in the cemetery, technically that should fall under Graffiti. But in California ( especially LA) it's art, and you don't prosecute Artists for expressing them selves. Sue the reason no one wants to prosecute anyone anymore is because the accused is back on the street before the paper work is done. They turn their heads so they can't see anything.
