Hi all, If Indiana does not have such a law, California requires the consent of the "cemetery authority" - that is the person or entity authorized to operate the cemetery. I don't know how much help it would be in instances of a "farmer's cemetery" or one where no one seems to own it, but its a start. Personally, I think it's ridiculous to dig anything in a cemetery except a grave!
