Jeannie, I have a problem with what you said. If a fence post is considered construction, what about a Trustee being required by law to fence qualifying cemeteries. Is he doing construction, and does he need to file a preliminary plan also, or be in violation. If this is the Law, there might well be less cemeteries fenced off. I had not heard this before.? On this cemetery, they are not going to fence it 50 X 50, they are going to go probably 60 X 60, which means there is very little chance they would come in contact with human remains.
