I think the woman is trying to hide a substandard dress with the shawl. I also think the lower sleeve is strange and over-full, like a home-made pattern gone bad. It's almost like a man's sleeve. If you don't have a lot of funds, you don't put so many yards into the skirt. This would seem to support Cathi's idea that the clothing is old and out of fashion.
