The Maxwell referred to is Dr. David H. Maxwell. .In March 1829, General Jackson as inaugurated as president. Previous to this time, the doctrine had never been announced as the political rule of action, "To the victors belong the spoils." And that doctrine, with its practice, has been more deleterious to our country than "was, pestilence and famine." We introduce this subject not for the purpose of writing a political thesis but to furnish a partial list of the removals and appointments by the Jackson administration immediately after its inauguration in the eastern portion of Indiana.
