It will be voted on in its amended form, which is supposed to allow access for a person "doing a genealogical study" and a "representative of the news media." However, the state department of health would be the ones to set up criteria about who qualifies for either of these exceptions. FYI, Indiana is the only state in the region that would have such restrictive vital records laws--Michigan and Illinois do have restrictions on birth records, but Ohio and Kentucky have no restrictions, and in Wisconsin, if you are not a member of the immediate family, you can still get an uncertified copy of the record (without the raised seal).
