That would be a logical reason. However, I would be surprised if it was true. The census indexes were originally published by in book form by AIS, then on CD by GRS and then by Family Tree Maker on CD # 318. The indexes are all based upon the same databases. They have the same errors. Until the recent everyname index of Indiana, these were the only 1860 indexes of IN available. The copyright was originally owned by AIS and was sold to GRS. If WPA had indexed Indiana, AIS and GRS would not have owned the copyright. The librarian may have been thinking of Wisconsin. WPA money in Wisconsin was used to index Wisconsin Censuses for 1850, 1860 and 1870, I think. I could be wrong on which years were indexed. Anyway, the copies of the census owned by the Wisconsin Historical Society were used which has caused problems because the page numbers are different from the page numbers on the film you would get from NARA or LDS or AGLL. All of these are the same. FYI, the early 1860 AIS indexes of Indiana were missing Fulton, Warrick, White and Whitley co. Illinois was missing White and Williamson.
