The last time I saw a land transaction of this particular type where the wife signed firsst and the husband signed later was when the land was part of an inheritance. The wife inherited and probaby didn't know he needed to sign in my case. This would be a possibly explanation. Another time I saw it, the wife had originally purchased the land before her marriage.
