    3. Marriage records issued prior to 1882 will not contain information about the parents. In 1882 the State of Indiana created a position in each county for an official Health Officer. Applications for Marriage were created and kept by that officer until its demise in 1948. Also, starting in about 1905 the County Clerk began collecting application information which was more detailed than that of the County Health Officer. Since the marriage of Neff to Stobaugh occurred in 1893 the only marriage application information available will be from the Health Officer records which are located in the Research Library of the Kosciusko County Historical Society. Susie Stobaugh's parents are Jacob & Elizabeth (Herod) Stobaugh. Charles Bert Neff's parents were Emanuel & ? (Welter) Neff. To obtain a copy of this application, please contact Tina Buchman, the official research assistant for the Genealogy Section of the Kosciusko County Historical Society. Good luck in your searching.
