I believe the address to subscribe for that one is PREBLE_CO_OH-L-request@rootsweb.com You can go to Rootsweb home page and find all available lists and the addresses. Every county has one, and there are thousands of surname lists as well. The Preble District Library at Eaton is a great source for that area, and surrounding counties. They have a link from the Preble site (all through USGenWeb). They do research at $10 per hour, pro-rated in 15 min. increments.
