Ah ha! I know now why William is shown as father in law with Edmond Burks and his wife Mary and stepdaughter Jane Minks. The census taker put the household number on the wrong name. It should have been on Edmond, not William. William is the father-in-law of Joseph Cooper . . . the family right above Edmond. Glad that puzzle is solved. Thanks to everyone who responded!
