I agree with Johns comment on No. 2. I would not like to take on the additional work of maintaining actual obits and bios for my counties. I currently link to another group that provides Monroe bios and the Monroe list manager places some obits online. Owen takes a different approach and I provide little more than the html support. Owen's emphasis is through their online archival material which is certainly an useful effort. What I am saying is that I think the tone of No. 2 is too near requiring the existence of obits and bios for one's county. If it is just a link to the state page then that should be very clear.
