Although I qualify for one of these certificates, it beats the daylights out of me WHY anyone would want one of these (not actual fighting against Russians, etc) but I am SURE there will be loads of persons who WILL want one of them. If you served in military or civilian capacity between Sep 2, 1945 and Dec 26, 1991 and want to receive your Cold War Recognition Certificate go to this website. (my personal opinion -- just another wasteful expense for the Govt postage-wise, paper and printing-wise, manpower-wise, etc) I personally think money would be better spent putting the government military records ONLINE or at least all the census' <ha,ha -- genealogist in me "rears its beautiful head"> http://coldwar.army.mil Exact info follows my name.
