I think Patrick has a reasonably good amendment to make amendments easier and more pratical in the future for the USGW By-Laws and yet provides for some safe-guards to keep any abusive or frivolous amendments from being brought to a vote by anyone that wishes to create problems for the project for whatever reasons. I do question the need to limit when amendments can be made (i.e. every odd month - thus only 6 times a year). If a person can get 5 states to co-sponsor the amendment, why make them wait til the next odd month to be able to officially submit it for a vote? JGW - Vanderburgh Co.
