When I first began with KyGenWeb, and later as the original INGenWeb Coordinator, I had the pleasure to work with Nancy Trice to help make KYGenWeb work and later we worked together to help make USGenWeb a successful entry point for all counties in the USA. Nancy is very concerned about the future of the USGenWeb Project and feels strongly that the whole project depends on the county coordinators who volunteer their time and effort to this project because they want to help other people find their "roots." Nancy believes, as I do, that the USGenWeb Project should be a bottom organization with the county level doing the great job they perform, the way they know best, with very little control from the national level. As the former Indiana State Coordinator working beside Nancy for 2 years and now as a County Coordinator in two KYGenWeb Project counties working under her leadership, guidance and support - I, Betty Sellers, hereby place in nomination the next USGenWeb National Coordinator---- ****NANCY TRICE**** the USGenWeb KyGenWeb State Coordinator and one of the Gen-Connect System administrators. ---------------------------------------------------------------------------- I am also submitting Nancy's email address of: trice@vci.net Betty - Trigg Co KyGenWeb - http://www.comsource.net/~kyseeker/kylines/kytg.html Christian Co KyGenWeb - http://www.rootsweb.com/~kychrist/christian4.htm WKy Families Database - http://www.dynasty.net/biz/kyseeker/public_html/wky/surnames.html

We obviously still have stability problems on the old Web server. I'm in the process of replacing all the adapter boards, with especial prejudice concerning the SCSI disk controller. Regardless of whether I can get the old server to stay up, we'll have the new server online within the next couple of days. That should fix the problem in a permanent sense. -B -- Dr. Brian Leverich Co-moderator, soc.genealogy.methods/GENMTD-L RootsWeb Genealogical Data Cooperative http://www.rootsweb.com/ P.O. 3. Here is Brian's update on his progress with the server rootsweb.com ****************************************************************** Last night Karen and I finished replacing the failing drive in the old server. It was fairly tricky surgery, because the old drive had a mixture of OS, local executables, and user HTML pages on it and we carefully separated those components onto separate disks. We were down for about 7 hours while we reconfigured the server. The good news is that the failing drive is now out of the machine, and the disks are organized such that we can easily move them to a newer and faster machine. The bad news is that the old server is still overloaded. We had hoped the new drives (which are much faster than the old drive) would have helped reduce the load on the server, but we still have capacity problems. We will probably have to continue disabling server-side includes during peak hours until we get the new server online. Sorry about that. ): ### > The AOL/upstream problems affecting our listservers has delayed > this. We will possibly cut over onto the new server on Friday, but > we'll probably wait until after the weekend if the old server seems > to be operating adequately. We now expect to be bringing the new server online early next week. The transition to the new server will require some downtime, but probably no more than one or two hours. The new server should provide us plenty of capacity and room for growth. Am I ever looking forward to that! -B -- Dr. Brian Leverich Co-moderator, soc.genealogy.methods/GENMTD-L RootsWeb Genealogical Data Cooperative http://www.rootsweb.com/ P.O. 3. There will be a test ballot coming soon,be sure to mark your ballot and return it.While it is a test the board will consider the results as your opinion. If you would like to run for a seat on the board send; 1) Name of nominee 2) email address of nominee 3) Nominated for what position 4) Nominee's qualifications Send nominations to: nominate@usgenweb.org Now a note from Brian about rootsweb; IMPORTANT NOTES: (1) If you upload files between now and tomorrow, they may not make the transition to the new server. I would recommend folks delay maintenance of their sites until tomorrow afternoon. (That will also reduce load on the server, which will reduce the probability that we crash again.) (2) If the old box crashes again this afternoon or evening, we may leave it down. Trying to rescue a dying box seems like a bad plan right now, because it would probably delay us getting the new box online. 3. Let me apologize if you have asked me something and I didn't get back to you, since the funeral I have had house guests but they are gone now so I should be back up to speed now,you may want to resend any questions/comments that I haven't replied to.While I am on the subject,THANKS to everyone for the condolence messages. Now for the news. As you know the board has been working on a set of by-laws,we have had a few good suggestions to reword them and plan to have a new version online soon. Also there is going to be an election soon, remember,we will be electing board members ONLY.they are referred to as SC and CC which makes it look like we mean State and County coordinators,NOT TRUE,they are board members only. The only ones that can elect a State coordinator is the County coordinators of that state. We here in Indiana are in the Northeast/North Central Region and if you would like to run for a seat on the board as a CC rep, then by all means put together a short history of your involvement with the USGENWEB project, your name and your region we plan on putting a web page up soon where you can submit this info. Which brings me to ask if we need to think about a Indiana election for SC in the near future? I don't feel right thinking none of you have a chance to become the SC so I think we need to work on some election plans, perhaps hold an election by the end of the year.Let me know your thoughts on this. One more thing,I don't support this but some of you may want to be involved. There is a award being given out ,we are in the South / Midwest Region. You can nominate your or another County by sending it to; Roger Swafford gizmo@wcic.cioe.com Sorry for the long message but I needed to try to get caught up. 1. County Courthouse stuff
    2. judith murphy
    3. In my search for answers about the county and courthouses' charging and/or contracting out or not allowing persons to get xeroxes or even view the records, I had 2 wonderful messages from one of the county clerks. In these messages were many things that I felt the Indiana genealogical community would like to read. I have NOT asked this person's permission to quote from message, but everything I quote here is generalized stuff and I don't think they would mind. Because of lack of permission I am not giving name, county, etc. I am not putting this here as a means of saying this is way everything should be, but just so others have "several sides of the 'picture'" of our courthouse research and the resulting problems we may/may not encounter with these offices and the records. Many valid points and observations were made and pointed out here. [For those on the list that held these 2 answers of his, my apologies for repeating, but would like you to read my response at end at least/jm] I am also going to send parts of my most recent reply which points out some other things which go along with having records available to the public (something that occurred in our family) as well as just some "thrown your way" suggestions of things that could be done. I do not need a reply back to this message -- just thought it was interesting reading and you would like to see what was said, plus learning more of "both sides of the coin". -Quote Msg#1- I have the ability to look at this issue from both sides of the coin, and while I cannot speak for all of my colleagues, I know this issue has been discussed at length among public officials all over Indiana. As an avid genealogist I understand the importance of having access to public records of all types of research. As a public official I also understand the importance of preserving these records for future generations and for use by individuals as eager as myself to find that 'missing link'. While I have never denied access to anyone to inspect a public record allowable by law, I also would like to point out that public officials are not required to do genealogy, but are only required to provide access to records. For those of you who are actually denied access to records, provided that they are not sealed or confidential, I would also find that frustrating. Please, however, remember that there may be various reasons why these public officials act the way they do. I know of instances in my county where someone took advantage of the openness of our records to take the original records from the office for themselves. Also, as many of our records become older and more fragile, officials may be hesitant to allow access until microfilming or imaging may be performed. Ultimately this is of benefit to the researcher, but I agree it is not what the statutes require. Regarding passing these requests on to private contractors, please remember that the main responsibility of these offices is not necessarily to cater to you and I in a genealogy function. Clerks of Courts are responsible to keep a myriad of records for the courts, collect all court monies, administer elections, collect and disburse child support, etc. Our duties and workloads are always increasing, but our staffing is not. Utilizing private contractors may be the difference between getting the information within days or having it lay on someone's desk until they get time to take care of the request. ... There are bad apples in every line of work. But there are many more of us good ones. I can share as many horror stories of genealogists with attitudes as you can clerks with one. ... -UnQuote Msg #1- -UnQuote Msg #2- An old saying in Indiana government circles is that we are 92 different 'states' because of the way each county performs certain functions. Sometimes that can be good because not everything that works in Marion County (Indianapolis) would not apply here in XXXXX [I removed county name/jm] County. The other side is what you are experiencing with the various problems in obtaining access to records. A good example is the price for copies. State statute requires the clerk of the circuit court to charge $1.00 for a copy of a clerk record, and an additional $1.00 to place the document under seal (certify it). There is no statute, however, for the other courthouse offices. That is up to the individual county's commissioners who set the rates for such things. That is why you will find not only differences among counties but also within counties. My first six years in office I followed this law and charged the $1.00 per page. What I found was that local attorneys would sign out files (yes, actually take them out of my office) to take back to their law offices and copy what they wanted. Signing files out was an old practice in existance long before I was around and the judges were hesitant to allow me to stop it. What I finally did was lower my price to 25 cents a copy and not allow the files out of the office. Yes, I'm breaking state statute, but it was one of those situations that called for a local policy change. In contrast, my Recorder's office next door charges 50 cents a copy. And I'm really not sure what the Auditor's office charges. As I mentioned, I would also agree that not allowing access to public records is a violation of state law. Why certain offices choose this stance, I do not know. I must say I have never had that kind of problems in the counties I research, but that is not to say it doesn't happen. A recent investigation of various county offices by several Indiana newspapers discovered the same problem, but the offices with the most violations were those of the sheriff's departments. I agree that maybe our state legislature should look at the situation. But I don't want to see this backfire and make us like Tennessee where marriage records have to become so many years old before they become public record. Maybe a letter to the elected or appointed department head of the county office you are having trouble with would help. It is possible that that person is not aware of any problem. ... [This person mentioned that there is an annual state clerk's conference held -- I didn't even know this organization existed and it enlightened me -- at least with the clerks gathering to analyze problems we might also get help in resolving or standardizing the issues we may have here in the genealogical community/jm]. Also mentiooned was that there are representatives from the State Court Administration (a division of the Indiana Supreme Court), another interesting fact of which I hand not been aware even existed./jm] -UnQuote- -My last response sent back- You furnished to me here some info that I have been trying to find out and no one could tell me -- that is the state statue of $1 + $1 for seal as well as the one about being allowed to look at the records, etc. You have overall given me answers that (for some unknown reason) my many calls to the county offices were unable to obtain. Thank you so much. I too agree that I would NOT like to see the records kept for x number of years. But I too can see the reasoning behind this law (privacy of individuals, etc. as well as the preservation of the documents themselves). Again, a double street that we have to figure out what which way is more important, etc. I also know that access to death and birth recrods are used a lot in crimes (especially immigration ones) and this in itself has "hit home" in particular. My son was born in San Antonio, Texas and got his social security card there. Because of this record being open to the public, some illegals got his birthdate, his parents names and birthdates, address and other things. They then applied for another social security card and birth certificate, and obtained drivers licenses. In turn they sold these to other illegals in California and Texas and Florida. (somehow they made new documents that passed those 3 states' examinations) and then started working under that name and social security card, opened bank accounts, etc. We did not even know this was going on (and this might even still be occurring in other persons in the family without us knowing). He decided on a whim to check his social security card account and found out there was showing he had worked in places he had never even been. Then about a week later he started being hounded by creditors trying to say he had ran up $xxx debts and they were trying to collect on these California and Texas debts these illegals had run up. Now going on what has happened to my son, people could cry "seal the records" but what really should be done is NOT the sealing of the records but CHANGING the ways the records are maintained and handled. For instance -- if when a person dies a copy of this info could be forwarded to the social security office, statedrivers license bureau AND the place of birth (this can be done by an electronic media and a database that interfaces with one another) then when someone tries to get a copy of the birth certificate, drivers license, social security card, etc. it would FLAG a response to that department that this person has died. Now that would NOT help in the case of FBI federal protection programs, but then they have their methods anyway. It would NOT have helped in the case of my son since he had not died (but death is only one example I used here) but if the social security office had noticed that they were getting money for same dates of work in different locations then it would have alerted them that there is a problem and then notified the different employers and possibly immigration or the local authorities too so they could determine which is the correct person with this social security number. (again only an example of what could be done with the cross-referencing). (BTW -- many persons I have spoken with who work at social security say they KNOW this exists and that they have hundreds of these monthly show up -- but because of their supervisors' instructions (and desire to keep their jobs, not be trouble-makers, etc) these duplicates are just ignored). Another method of change would be to ALLOW the genealogists ACCESS to these records to be scanned and/or typed into databases and maybe even use of the microfilm camera setups themselves (so they could VOLUNTEER in typing up data, getting the scanned or microfilmed images of pages of these books, etc. in exchange for being allowed to type this info into computer and GETTING the necessary xerox copies/computer COPIES of things they typed up and/or hardcopy of the information they typed into the computer databases to have for their own research records. With this free help we could get these records ALL on microfilm and computerized into databases at minimal cost to the county (the payroll, soc. sec, insurance the county has to pay to have this done or contracted out would be zilch, and this would allow them the extra money to put into the computer, microfilm processing, etc. necessary for carrying out this work). Of course once this is in the computer AND VERIFIED by at least one other person, then the access to the actual books themselves would be minimal (saving the books and amount of clerks' time and number of clerks needed) since people could then use the databases, the microfilms, and the digitized images of these documents (and so on) from their home via inernet, or by purchase of cds (which purchase monies could help the county in making the cds, computer upkeep, etc). The counties have lots of free resources (the people who make up the genealogical community) which could be used on a volunteer basis. When you think about the HUGE number of persons who use the county's resources each day just for vital statistics and genealogical research, and all that wasted energy that helps only the genealogists and not the county itself, it really is a shame that some type of method could not obtained so it helps the county and genealogists both at minimal cost to the county. Sort of one hand shaking the other's hand to benefit both. Of course these are just ideas -- but if one analyzes the wpa movement and the work that these wpa workers did for the genealogical community and counties too (although not 100% accurate because the typing and indexing was not cross-checked by another individual, lack of good typewriters and frequent cleaning of the type) you can see that there ARE "do-able" methods and resources out there if we just tapped into them. I did like your method of changing the state statute to fit your needs and at the same time you were bringing in revenue for the county that would otherwise have been lost (from them using their own xerox machines) and also preserving those documents from coming up missing, destroyed, etc. Sounds like your method was the better one over the state statues' method. Congratulations for making such a wonderful decision for your county. Again, thanks so much for this info you provided to me -- it is truly refreshing to know that persons such as yourself exists in the county clerks' offices. Judy M. -end of my response- As mentioned before, no need to respond to this is necessary -- there were just some things brought up I thought you would enjoy reading. My courthouse problem/question has really given me some extremely wonderful insights into things I had never encountered or really thought about much. (the above is only one aspect I received back in the answers). Thanks to everyone who had previously replied to my question. Judy M.

    1. Cook county Illinois Hospital
    2. Hello all, Many people in Lake County Indiana (and possibly from your counties) travel to Chicago to work due to the higher wages in Illinois. Plus we border Illinois so I'm letting you all know something exists. Know anyone who worked at Cook County Hospital in 1938-1939? I don't, but I happened to stop at a garage sale one day and off to the side I saw an old-old picture leaning against the house...with lots of small pictures of people all over it so I had to check it out. Turned out it was the Resident Staff of 1938-1939 with pictures of each person and theyre name underneath. Wished it was something of that nature from Lake County but thought...well I'll write to the Cook county genweb and see if theyd be interested in it. Well they were very interested...most of the people in the picture had to have been born pre-1915 at LEAST. Sharon had me buy the picture the next day and she drove all the way from Illinois to Merrillville to meet me and pick it up. They have transcribed each of the 131 names into links to the individuals picture. They all turned out excellent! If you know anyone interested in Cook County Illinois (Chicago) Hospital from that era have them check out: http://www.rootsweb.com/~ilcook/cchospital/hspstaff.htm or if you can click in email: <A HREF="http://www.rootsweb.com/~ilcook/cchospital/hspstaff.htm">Resident Staff of Cook County Hospital 1938-1939</A> Kathy Lake County Indiana GenWeb http://users.rootsweb.com/~inlake Firstmom's Adoption and Genealogy Page http://members.tripod.com/~KHuish Genealogy Researchers List-Find 1 or be 1 http://members.tripod.com/~KHuish/research.html

    3. Alexandria Library in Mt. Vernon, IN (Posey Co.) should have a copy. Willard Library should have one also. The authors live on Posey Co. If you have problems running a copy down, contact Betty Sellers. I am sure she can help you. 1. Toler/Martin genealogy
    2. judith murphy
    3. Here is a copy of a letter I just made for my brother-in-law, Barry Justin Martin, with regard to his TOLER/MARTIN ancestry. This is the first time I put together everything I have and so am sending here to ya'll also -- maybe one of you have the answers on my missing info needed, or access to the 1900 census to verify that this family line is the same as Sallie Toler's or info on the MARTIN things I am lacking on the surnames and/or Indiana or Kentucky info needed: Here is letter as I sent it to him on his heritage: Barry, Anyway, as for your ancestry. I hadn't sent much since I hadn't found much YET (pretty sure we will take the MARTINs to England but haven't gotten there yet). What I did send much you or Carol had furnished for me and I have only added in a date or two, etc. Here is what I have found out so far: Your parents were Justin Toler MARTIN and Irene RAKOWITZ (her mother was Maggie (Rakowitz) Rakowitz. They married around 1942/43/44 and had 3 children: Carol, Pamela, and you (Barry Justin, b Jan 1945). Justin Toler MARTIN was b Jul 14, 1916 Princeton, Gibson Co, IN and d June 1975 (don't have day yet) San Antonio, Bexar Co, TX. (don't show where he is buried either). His parents were Clyde MARTIN and Sallie TOLER. He had a sister, Doris, b Mar 24, 1914 Palmyria, Harrison Co, IN and who married William HERMAN and had 2 children: Patsy b Oct 12, 1942 New Albany, Floyd Co, IN and Phyllis, b Feb 2, 1951 Phoenix, AZ. Clyde MARTIN was b Oct 20, 1887 Nabb, Clark Co, IN; d Jul 31, 1943 (? where or where buried; possibly Gibson Co, IN or Phoenix, AZ). Sallie TOLER was b May 30, 1892 Lewisport, Hancock Co, KY and d ? date, ? place - again possibly Gibson Co, IN or Phoenix, AZ). Unknown where they married (in IN or KY) Clyde MARTIN's parents were T. J. MARTIN and Anna (_____). Nothing else is know of their children or them and I have been unable to determine what T.J. stands for (might be something like Thomas Joseph or Thomas John, etc). Again unknown where they married or where they were born or died or any dates of these things) Sallie TOLER's parents were James H. TOLER, b ca 1848/50 KY and Betty E. (_____) , b ca 1855 KY. It is said that either James or Betty was born in Yelvington, Daviess Co, KY. (Evington, Davis co was what you or Carol had told me, but there has never been any such place and Yelvington would be correct as we did find them on census there). James H. TOLER d Dec 10, 1940 @age 92 Hancock Co, KY vol 57 cert 28386 vol 40. If he left a will it would be in this county and this timeframe. Same with the newspaper obituary which might have clues to his parentage and siblings. Haven't located Sallie's date and place of death yet. James H. TOLER was living in Yelvington Pct, Daviess Co, KY in 1880 census time and was age 30, he was born in Ky and both his parents were born in KY too. (still don't have name for his parents). He was married at the time of census and Bettie, age 25, b KY, both parents b KY was listed with him as wife as well as a son James Albert, 1, b KY. In 1870 census James is 20, b KY and living in the home of James Haywood, and James was still single -- so he will have married sometime around 1870 to 1878 probably in Daviess Co or Hancock Co. Also, this Precinct of Yelvington, KY is right on the Hancock/Daviess Co countyline. (Your family seels to "love" living on the county lines of states and making the research more "interesting"<ha,ha>) In 1870 there was also a Camden TOLER also living in that pct. and was single, 17, b KY and a possible brother or cousin of James'. Camden was living in the home of a Washington Pool. In 1880 Camden had married and was then living with his wife in Hancock Co, KY and next door was John Toler, who was of similar age and possible brother or cousin of James and Camden's. I have not proven the below, but I "think" that this is your line even though it does not show your link to it via Sallie in the Generation #2. The James H dates are correct, the wife's name is correct, if he was born in Daviess Co that would match up with the statement that one of them was born in Yelvington which is in Daviess Co, etc. The son is the same age and name as that shown on the census also even though in this report it did not mention Sallie as a child, but then the researcher may not have found that yet (for instance they may only have looked at the 1880 census and not the 1900 one which she would have been on with her parents). Anyway, if this is the line then you are still in KY in 1812 timeframe on the TOLER family side of your ancestry. It would also show that Betty's surname was STEWART and her mother was a HEAD, and you would also be a descendant of a GILLAM. TOLER_7_0729 Generation No. 1 1. JOHN1 TOLER was born Abt 1812, and died August 1858 in Daviess County, KY. He married SALLY ANN GILLAM March 17, 1837 in Hancock County, KY. Child of John Toler and Sally Gillam is: 2. i. She married PAUL MILLER FERGUSON Private, son of Samuel Ferguson and Sophia Shacklett. Child of Ruth Toler and Paul Ferguson is: i. BRUCE TOLER5 FERGUSON, b. Private. Barry, it is very common for lines we find (like above) to not be 100% accurate, so it is up to the researcher to find proof (vital statistics, census, etc) on their own, and only a guideline or "clues" in finding the info. Because of this if this is your family I would use as a starting point in proving this info (or for your sisters to prove this info). I am also trying to get in touch with the person who wrote this up to see if she has any info on your line (which I think is her line also). Right now I am waiting on FamilyTreemaker to answer me back who this individual is that submitted this information. Not much so far but will keep digging. Sometimes things fall into place very quickly and othertimes the are a royal "pain" to find info (such as was with my Denis and Andrew Brennan family -- took me 35 years of hunting to get out of KY to RI, CT and Mass and over to Tipperary, Ireland.)
