the cemetery assigns numbers to each plot/grave. that is their own record of the location for cemetery use only. some cemeterys are privately owned and some are county/state owned and each has their own rules. if there is no headstone they can locate the grave by the burial/plot number. they have their own map and a numbering system of each plot or burial which includes the vaults. when you bury someone they get information about the deceased person and that information is in their records. cemeterys have not always been up to par on record keeping and its up to them what information they need/want or have. i don't think they would release it unless you have reason to have the information or if you can provide that you are kin. i would also guess the person would have to be deceased for at least 50 yrs before releasing info unless you are kin because its info about the deceased and next of kin. all you can do is contact the cemetery and keep in mind, each cemetery is different, and ask them.
