I found several Wogoman people listed, but only a Julia who might be a match. Are the women you listed: married names or maiden names? I did find Charles Wogoman age 3/12 in the 1900 Census -- Concord TWP, Elkhart Co., IN as follows: Charles Wogoman (29) b. 4/1871 married 9 yrs. Sarah (27) b. 3/1875 married 9 yrs. Minnie (?sp.) dau.
