    1. FW: Indiana General Assembly and Access to Indiana Birth and Death Records
    2. Tom Stevens
    3. -----Original Message----- From: Darburns@aol.com [mailto:Darburns@aol.com] Sent: Thursday, January 27, 2005 7:30 PM To: INELKHAR-admin@rootsweb.com Subject: Indiana General Assembly and Access to Indiana Birth and Death Records Dear Listers, Please read this information, check out the websites noted in the article and then do your part by contacting your legislator and voicing your opposition to this bill. Sincerely, Darlene Anderson Executive Director, Genealogical Society of Marion County and County Coordinator, Marion County INGenWeb This information is from the IN-GENSOC-NEWS The electronic newsletter published by the Indiana Genealogical Society, Volume 2, Issue 1-26 January 2005 The Indiana General Assembly is once again considering a bill that would restrict access to birth and death records. This issue was last raised in the spring 2003 session of the state legislature, and at the time was defeated by a vote of 50-43, with 7 abstentions. This year's bill is House Bill 1551 (HB 1551), and if passed it would go into effect on July 1st. Sponsored by Representatives Peggy Welch, David Wolkins and Gregory Porter, the bill closes access to death records less than 50 years old, and birth records less than 75 years old. When vital records are issued, the bill limits access to: the person listed on the record; the mother or father of the person listed; the grandparent of the person listed, the spouse, sibling or offspring of the person listed, or "a person conducting a genealogical study in compliance with rules adopted by the state department". What is troubling is that rules created by the State Department of Health would not be subject to legislative measures. Also troubling is another provision of the bill, which says that the cause of death shall not be listed on a death record given out unless the person requesting the record "proves a documented need for the death certificate." The Indiana Genealogical Society urges Indiana residents to contact their legislator and voice their opposition to this bill. Contact information is available at http://www.in.gov/legislative/. You can read the entire bill at http://www.in.gov/legislative/bills/2005/IN/IN1551.1.html . Stay tuned for updates.

Matchette Jan. 22, 1891 Bourbon Mirror We were called upon this week to announce the death of Dr. William C. Matchette, and was born in Shelby County, Kentucky, May 21, 1821, making him now past 69 years of age. While quite young his parents removed to Indiana, first to Clark County, afterward to Wayne County, where, after a residence of some years they finally located at Goshen, Elkhart County. Associated with his father he there began the practice of medicine and was actively engaged in the practice of his profession for about twenty-five years in that county. He removed to Bourbon in the fall of 1804, and lived here about three years, during which time he acquired considerable property interest here, which he has largely retained. In 1867 he removed to Pierceton, where he has since resided. Some four years ago he opened a banking office there called People's Bank, which he had charge of at the time of his last sickness. 1. NEFF Research
    2. Is anyone researching Emanuel Neff m. Margaret Wetler Hancock County, OH 1854? According to the censuses, they lived in Hancock Co in 1860. In 1870 and 1880 they were Kosciusko County. The 1888-1889 directory shows they are still in the county. I can't find them any where in 1900, and would really like to see that census. By 1910, they were in Elkhart County, which is where both of them died, Emanuel in 1913 and Margaret after 1920. Emanuel is buried in Oakwood Cemetery, in Kosciusko County. Is Margaret there also? Any other NEFFs? I will appreciate any help I can get with this family. Susan

    3. --=======18AE2866======= Content-Type: text/plain; x-avg-checked=avg-ok-2096238F; charset=us-ascii; format=flowed Content-Transfer-Encoding: 8bit Those of us who research in Indiana have an opportunity to increase our access to public records and to expand on a patron-friendly atmosphere that exists at the Indiana State Archives. For several years Dr Alan January, State Archivist, has been Co-Director on the Indiana Commission of Public Records (ICPR) with Connie Hume and Judge John Newman. The ICPR is the agency which creates and/or distributes state forms and documents. The State Archives has been part of this agency for a number of years. Governor-Elect Mitch Daniels will select his candidate for ICPR Director. As a long-time volunteer at the State Archives, I feel comfortable suggesting to you that you consider an email to Governor-Elect Mitch Daniel's website on behalf of Alan January's candidacy. That website is: http://www.mygovmitch.com/nominate.asp (If the link does not work, just google "mygovmitch") Besides including your personal information, you will need to include the following: Dr Alan January 5638 N Delaware St Indianapolis IN 46220-3018 317-253-4071 ajanx2@excite.com Under Dr. January's leadership the volunteer program has grown from a handful to about __ volunteers working to make Indiana records available to Hoosier researchers. Several databases have been made available on-line, and I believe several more would be on-line quickly under Dr January's leadership. Researchers could request copies of documents the existence of which is currently unknown to them. The State Archives has vast collections to pique the interest of many. I sincerely believe much progress would be made if Dr January were Director of the ICPR In a day when access to many vital records is being legislated away, let's take a positive step toward disclosure of public records to which we can have access.
