Carla-One Census card was issued for Head of the Family. Also, maybe the family did not sign uo -Dawes Roll was betwwen 1898 and 1906 I believe it was. These are Cherokees I'm talking about. No each Tribe has their own Tribal Office. Choctaws are in Durant, Oklahoma and you would have to check with the individual Tribe.
