Hi Bill, I am in OK , and while I don't know anything about where to find the permits, I do have an early OK History Book and in it is stated, that white men, in order to live in IT had to obtain permission from the government to reside, move cattle across, or farm on IT land. Now it is my thought that if there are any records to be had on that they may be in the national Archives. Have you tried searching in NARA for that information? While it was a law, that they were supposed to have this permission, it is also a fact, that many people ignored this fact, and there was little law at that time and my understanding the goverment did very little in the way of keeping these people out.
