(FIBIS has a volunteer service for members). Following through on the FIBIS database link on the Police page, there is the following record http://search.fibis.org/frontis/bin/aps_detail.php?id=1233514 In respect of Civil Lists, the British Library does not appear to hold any for Baluchistan, so I suspect there were none. Looking at the FIBIS Fibiwiki page Directories online http://wiki.fibis.org/index.php?title=Directories_online, the most relevant for the period you are interested in are possibly some editions under the headings "India List and India Office List" and "Thacker's Indian Directory", all from the Digital Library of India website. The Thacker's entries, if they appear, could be in at least two places. Firstly in the Mofussil section under the town names eg Zhob and Loralai, and secondly in the Alphabetical List of Residents. Note however the 1934 Moffusil Directory ends at Yercaud, so does not include Zhob. There could possibly be some entry under Baluchistan, however you would need to look at the Contents page. The Digital Library of India website has books you can't find elsewhere but is can be extremely slow process to locate what you are looking for.
