Hello List Jeff, I have assumed your father was in the British Army. I looked in the British Army Overseas Marriage Index but couldn’t see the name Footer. The closest was Foote in 1939. Marriages in India for the period after 1935 are not available on FamilySearch. You could look at he British Library, or on LDS microfilm, but there are not a lot of records for this period. Certainly records from earlier periods had details of marriages, as this affected a man’s pay.
