My wife's great grandmother married at Calcutta at the age of 14. If you look in the records you will find earlier marriages than that. In England, until the Age of Marriage Act of 1929, boys could marry at 14 and girls at 12 provided that the marriage was capable of 'fruitful consummation'. Even if they managed to marry below that age, by subterfuge, the marriage would be valid provided that they stayed together until they had both reached the legal age.
