I could find nothing about Hovern. However, the 1839 edition of the Madras Almanac has J. H., Basil, and Thomas Wilkins listed. The last two, both from St Thome' seem to have similar employment. Perhaps they are brothers or father and son. they are in the list of inhabitants, page 192. The name of my own relative is misspelled in this publications, so perhaps there are other mentions of them.
