Catherine, In the 1901 list of residents of Simla (Liddell's Simla Directory, 1901) there are listed three residences 'Torrentium', 'Torrentium Retreat' and 'Torrentium Villa..' The Morgans are not listed. However, I can confirm that on pages 112/113 of 'Simla Past and Present' by Edward J. Buck (1904) there is confirmation that Torrentium House and Estate is occupied by '...its present tenant Colonel J.W.A. Morgan, Inspector-General of the Civil Veterinary Department..'
