That was my first thought too, but I looked at that database already for the poster of the question, but it does not include Clay County. http://www.in.gov/serv/icpr_naturalization It includes 21 counties if I counted correctly from the drop down menu. I believe at one time I found some sort of listing of a naturalization record ( like an intent to become a naturalized citizen) for my Clay County relative at the Clay County Genealogical Society Library in Center Point, but it was not the actual record. I tried the court house and it was not there either - that was probably 5 or 6 years ago, and I visited in person.
