Here is an email about the closing of the Vital Records of West Virginia. These are public documents and should remain avilable to the public. S. Clevenger Last Saturday, March 13, in the WV Legislature,House Bill 4330 passed. It is now awaiting signature from Governor Wise to make it law. If you are a family genealogist/historian whose research involves West Virginia, then this bill affects your work whether you live in West Virginia or another state. If Governor Wise signs HB 4330, all birth records will be closed to public access for 100 years and all death records closed for 50 years. We are all concerned about privacy issues but HB 4330 in its current format is too restrictive. Please email Governor Wise and address your concerns. Don't delay. The records are gathered at tax payers expense and should be open to the public S. Clevenger The Kentucky Legislature is getting ready to drastically limit access to Kentucky vital records including BIRTHS, DEATHS, MARRIAGES, and DIVORCE. (MILITARY RECORDS are also being limited but I do not know which bill is involved.) You can find the entire bill at: http://www.lrc.state.ky.us/record/04rs/HB100/SCS1.doc Death certificates will still be public record after 50 years but more recent death certificates will only be available to: 1. the decedent's widow or widower, 2. child eighteen (18) years of age or older 3. parent 4. grandparent 5. sibling eighteen (18) years of age or older 6. funeral director handling the decedent's funeral arrangements 7. personal representative of the decedent's estate 8. a named beneficiary of an insurance policy of the decedent 9. a person with a claim against the decedent's estate This means that genealogists can no longer order great-uncle Jasper's death certificate to see his parents' names. Birth records will be have limited access while the person is living but will still be public record after 100 years. Divorce and marriage records will be closed for 70 years. Marion and Elizabeth did have three children William Cecil Sturgeon born in b 1889 d 1927, Clark Sturgeon b 1898 d 6-23-1992 and Hazel Sturgeon she is not in the Brown county burials. Marion died in 1950 Elizabeth died in 1953. now for Ransom and Elizabeth Rose Lane Sturgeon the burial of Brown County has Elizabeth buried but no date. But he married a Zoda Slater not Lydia. They married about 1894. also I misstyped on the headline Ransom was b 1838 not 1858. I guess we all make goofs don't we. I also got from rbyrne this copy of Ransom's Obit. Ransom Surgeon died last Thursday at home, six miles southwest of Nashville, at age 82. He was born within a 1/2 mile of where he now rests in Schooner Cemetery, born on August 26, 1838,. About 63 years ago he married Elizabeth Lane. The had 5 children, 1 child is deceased. Surviving Children are Frank, Gilman, Susie Oard and Marion. A son Charles, died about 40 years ago. His first wife, Ellizabeth died. He married, second, 26 years ago to Zoda Slater, who survives. Also survived are many grandchilden. Burial was in Schooner Cemetery--- Brown County Democrat, October 7, 1920

In the 1880 census (this time for sure) the family is still in Brown county, Washington township, ED 20, page 41 and is headed by Ransom, has two ages listed 42 and 43, farmer born in Ind and both parents in Ky, - his wife, Lydia (could something have happened to Elizabeth?), 46, keeping house, born in Indiana with both parents in Ky, - his son Franklin, laborer, Ind, - his son Gilmore, 17, laborer, Ind, - his daughter Susan, 15, Ind, and his son Marion, 13, Ind. From the info in the two censuses I would say he was most likely born in 1867 but where in Ind? Good luck. Don
