I did a search for anyone who gave their first name as Minna in the 1930 census of Pennsylvania (regrettably it was a common first name, so I had to narrow the search to PA only, based on your posting), and did not find anyone with that name born in England. I did a search for Minnie listing England as birthplace (regrettably, again, the 1930 index did not always list birthplace, and there are too many Minnies to look them all up.)
