In my daily work I use the FOIA (Freedom of Information Act) to request records from all areas of local, state and federal agencies, courts, etc. The FOIA is a tool that is available to everyone. I have discovered that it works GREAT for obtaining records that are buried in courthouses and other agencies where you get the standard answer “you have to come into the office and look it up yourself.” Wrong. But you have to know where to send it, you have to have the right form, properly worded letter, you have to know what type of information they need to find/retrieve what you are looking for. You need the statutes/codes/act for the specific state you are requesting the info from. You can’t just send in a generic "find this" request. >From one probate court FOIA request, I got 84 pages and two weeks later, 124 more pages. All stuff they copied from microfiche and very old court records. At $ .10 per page. Some of these records went back to 1838! I’ll send you the form, the specific request letter, what you need to send in terms of State codes/statutes, several examples from my own successful requests, suggestions on specifics, if you have them, or if not, where and how to find them. I have compiled a chart of each State’s statutes/codes that you must have to format the request form to your particular State. FOIA is a Title 5 National Act, but this pertains to, for instance, the Department of Justice, FBI, etc., i.e., federal agency requests. Public records are available the same way through each State, but each State has it’s own “FOIA” codes. It can be confusing. The FOIA is available for use in any state for any public record. It does not replace the researcher, but for those of us who have been unable to get to an out of town location or to contact or afford a researcher it's great. My requests have gotten my gggrandfather's household inventory, office contents incl. a list of law books and furniture, guardianship docs for my ggrand uncles and aunts, a (long) list of people that owed him money for mortgages he held, how much, when they were due, how much of a household allowance the Estate had my gggrandmother on for the next 5 years! My mom’s medical records, my grandmother’s medical records, death certificates for numerous relatives in the states and back to Europe. HARLAN of Richmond is senior member of the law firm Harlan & Brown, with offices in the First National Bank Building at Richmond. He represents a very old family of Eastern Indiana and was born at Bethel in this state March 6, 1886. His parents, Milton M. and Sarah J. (Van Nuys) Harlan, were both born in Wayne County, Indiana. His paternal grandparents were Joseph G. and Mary (Poarch) Harlan, the former a native of Wayne County, Indiana, and the latter of New Jersey. Joseph G. Harlan was a son of Elihu Harlan, a native of Kentucky, who arrived in Indiana prior to 1818. The maternal grandparents were William and Celina (Thompson) Van Nuys, who came to Wayne County about 1815. Joseph G. Harlan entered a tract of Government land, Milton M. Harlan died in 1930, and his wife died in 1919. Denver C. Harlan attended district schools while a boy on the farm, graduated Bachelor of Science from Valparaiso University in 1906 and too! k his Bachelor of Arts degree at the University of Indiana, at Bloomington, in 1909. He attended the Indiana Law School, was admitted to the bar in 1911, and has since practiced at Richmond. For two years he was associated in practice with G. H. Hoelscher, and since February, 1923, his partner has been Clarence M. Brown. Mr. Harlan served five years as county attorney of Wayne County and for two terms was a member of the Indiana State Senate. In 1929 he was president pro tern of the Senate and he gave a great deal of study and effort to his legislative duties. Mr. Harlan married April 30, 1914, Laverne M. Bowermaster, who was born at Milton in Wayne County, daughter of Amos Caldwell. They have one son, John Marshall. Mr. Harlan in 1910 married Pauline M. Salmon, who was born at Brownsburg, Indiana, daughter of Jerry N. and Minnie (Lingemann) Salmon. She died in March, 1911. Mr. Harlan is a Republican, a member of the Christian Church, of which one of his grandfathers was a ! minister, and is affiliated with the Masonic fraternity, Independent Order of Odd Fellows and B. P. 0. Elks. His hobby is raising flowers and playing golf, and he is a charter member of the Royal Golf Club of America, the Richmond Country Club, and a charter member of the Kiwanis Club of Richmond, having served as president of the Kiwanis Club in 1930.

I am typing the biographies from it. Typed by Lora Radiches: Surnames in this biography are: Outland, Copeland, Waltz, Kepler, Dille, Davis, Parker, EUGENE LEE OUTLAND, principal of high school at Centerville, Wayne County, is the son of a veteran educator of Eastern Indiana, Joseph W. Outland, now retired. Joseph W. Outland was born in North Carolina, in 1861, and in 1863 his parents, David and Margaret (Copeland) Outland, came to Indiana and settled on a farm near Greenfield. Joseph W. Outland attended public schools, the Spiceland Academy, the Richmond Normal School, Butler College and Indiana State Normal at Terre Haute. In the meantime he began teaching, at the age of twenty, worked in district schools for three years in Hancock County, and in Wayne County was principal of the school at Greens Fork four years, at Webster seven years and at Milton five years. In Richmond he was principal of the Sebastopol schools for thirteen years. He gave up active schoolwork in 1924 and makes his home in the modern residence he built at 400 Lincoln Street. Joseph W. Outland married, in 1890, Miss Virgie M. Waltz, who was born at G! reens Fork, Indiana, daughter of Lee and Amanda (Kepler) Waltz. She died in January, 1920, leaving two children, Eugene Lee and Lloyd, the latter a student in Earlham College. Joseph W. Outland in 1923 married Anna B. Dille, who was born in Miami County, Ohio, and was the widow of Amos C. Dille, a machinist and farmer. Mrs. Outland attended school at Fountain City, was a student in Earlham College, the Terre Haute State Normal, the Teachers College at Indianapolis, and also has an interesting record as an educator, having taught four years in New Garden Township, four years in Fountain City, one year at Abington, one year in Greens Fork and two years at Williamsburg. Later she taught for five years in the public schools of Richmond. She is a member of the Ex-Teachers Club and the Current Events Club, the W. C. T. U. and is a member of the Central Methodist Episcopal Church. Joseph W. Outland is a member of the Society of Friends. He votes independently and is a member of the! Independent Order of Odd Fellows. Eugene Lee Outland was born at Greens Fork in Wayne County, Indiana, June 13, 1896, and attended public schools in the different localities where his father was principal of schools. He is an A. B. graduate of Earlham College at Richmond and in 1924 was given the Master of Arts degree at the University of Chicago. His first work as a teacher was done in the schools of Orange in Fayette County. For six years he was principal of schools at Economy, Indiana, and since 1927 has been principal of the Center Township High School at Centerville. Mr. Outland in September, 1918, enlisted as a private and was made band sergeant in the Seventy-second Field Artillery at Camp Taylor, Louisville, Kentucky, later was at Camp Knox and received his honorable discharge in February, 1919. He married, June 10, 1920, Miss Iva S. Davis, who was born at Columbus, Indiana, daughter of Lewis E. and Cora Alice (Parker) Davis. They have one daughter, Virginia Lee, bo! rn June 10, 1928. Mr. Outland is a member of the Christian Church, is an independent in politics, belongs to the Masonic fraternity and the Eastern Star, the Knights of Pythias, the American Legion and is a member of the Indiana and County Federation of Teachers. I am a genealogist just like you are. I have figured out a way to get records that you can do from home that actually will get you somewhere! In my every day professional work I use the FOIA (Freedom of Information Act) to acquire records from all areas. The FOIA is a tool that is available to all Americans. The request is free. But you have to know where to send it, you have to have the right request form, a properly worded letter, you have to know what type of information they need to get you what you are looking for. While you cannot just send in a generic "find this" request, using the proper request the proper forms and properly worded legal letter you will result in getting documentation you are seeking. Philip was born 1801 in NC, but the rest lived in ChurchHill TN. My dad then moved to Avon Indiana and married mother here. Dad is 93 and lives in CA now with my sis. Mother died in 1994. I do not have anyone by John L. at Avon.

His first wife was Elizabeth McLaughlin; 13 kids; Ellen Dunn and then Parthana Hunter, 3d wife. They lived in Anderson Co. TN when he was married to Parthana, but originated in Lincoln Co. NC (1801) and probably died about 1890. He was married to Ellen in 1867. I live in Indiana, but The Flanagans go back 50 years or more to ChurchHill, TN, also, and are buried there. We can't find Philip's death or birth certificates and he spelled his name various ways due to inability to read or write.

My Grandfather Raymond Oliver Smith was born in Jonesville,Bartholomew County, Indiana. I located Jane Lewis living with Peter and Mary Glouse in the 1920 Cesnus of Indianapolis, Center Township, Marion County, Indiana in 1920. Jane is listed as sister-in-law. Thanks again Wanda

John Lambert Overman (Sutton) was born July 3, 1829, and died November 5, 1895. He married Martha McClaskey, daughter of James McClaskey and Lavisa Collier. John Lambert Overman was my great-great-grandfather. His son, Joseph Overman was my mother's grandfather. Her name is Ruby JoAnn Huebner. Joseph Overman was the father of my mothers' Mother, Alta Overman, and My Aunt Ida Lee Morris. They were twins. I have a bible with names and dates that was left to me by my great grandfather, it includes, Sutton, Huebner, Cook, McClaskey, Overman. I hope to hear from you soon, Sharlyn
