Kenneth L. Luginbill, Jr., 35, Rockford, Ohio, died Monday in Jay County Hospital, Portland. Among survivors are his parents Kenneth L. and Clara Luginbill, Sr., Willshire, Ohio; a son; a sister, Ruth A. Whitten, Willshire; and two brothers, including Scott Luginbill, Willshire. Funeral services will be at 11 a.m. Friday in St. Paul's United Church of Christ, Rockford, with burial in the church cemetery.
