Charlotte-- The El Paso History webpage has a section on the railroads in "The El Paso Story" section (pgs. 44-49). The URL is: http://www.elpaso.net/~bank/elpasohistory/index.htm. Briefly, the first scheduled train on this section of the Illinois Central (north-south) was May 23, 1853 and the tracks for the Peoria and Oquawka (later TP&W, the east-west line) were completed to the junction with the IC at El Paso on April 1, 1856. There are some Millers listed in the biographical and genealogical information section, including one from Germany, but can't tell if he might have any connection to your Miller.
